Advancing Research Assessment in Serbia: A Pilot Project for the Institute of Economic Sciences – ARISE

The Institute of Economic Sciences has launched the international project ARISE – Advancing Research Assessment in Serbia, implemented within the Horizon Europe – CoARA Boost programme.

The aim of the project is to develop and pilot a qualitative research assessment model based on the peer review process, in line with the principles of the European Coalition for Advancing Research Assessment (CoARA). The new model seeks to overcome the shortcomings of the existing national framework, which relies heavily on quantitative indicators, and instead place emphasis on the quality, societal relevance, and impact of research.

The model will first be developed and tested at the Institute of Economic Sciences, after which the experience, tools, and guidelines will be shared with 11 social science institutes in Serbia, as well as with the wider research community. In this way, the project is designed to serve as a starting point for a broader national reform of the research assessment system.

As the only CoARA signatory in Serbia, the Institute of Economic Sciences has already initiated a dialogue on the need for reform through two national forums on research assessment organized in 2024 in cooperation with the Ministry of Science, Technological Development and Innovation. With the ARISE project, the Institute continues to strengthen its role as a leader in research assessment reform.

The project runs from September 2025 to August 2026 and is funded by the European Commission through the Horizon Europe programme.
