Description

The study has three main outcomes:

  • To provide a review of public private partnership in early childhood education that draws on both the international literature and current arrangements in Serbia
  • To analyze different potential models of public-private partnership in early childhood education in Serbia, inclusive of an empirical market sounding process, and an evaluation of each against the criteria of access, affordability, quality, and inclusivity
  • To provide relative merits for each public-private partnership model, and to provide recommendations on an adequate model for Serbia
